Former President Jimmy Carter and former Secretary of State James A. Baker III co-chaired the second hearing of the Commission on Federal Election Reform on June 30, at Rice University's James A. Baker III Institute for Public Policy. The commission is examining the state of America's federal elections so that it can propose recommendations to improve the electoral process. To this end, they heard public testimony by several experts and later met in a private session. Organized by American University's Center for Democracy and Election Management, in association with the Baker Institute, The Carter Center, and electionline.org, the commission of twenty-one members is private and bipartisan.
